Picks 21 through 32 will be based on how the playoffs shake out -- the Super Bowl champion selects No. 32, the runner-up No. 31 and so on.
Teams that are eliminated in the same round are ordered based on the same criteria as picks 1 through 20, starting with overall record, then a series of tiebreakers if necessary.
The Carolina Panthers, who finished 2-14 in 2010, will make the first selection in April's draft.
